Ownership Structures Examined for Electric Distribution System at Aeronautics Facility

Veolia’s energy consulting group, SourceOne, was retained to perform a comprehensive analysis and valuation study of the electric distribution system at an aeronautics facility in Cape Cod. The results defined options for utility system ownership structures for the site supporting four military commands, conducting activity overseas and at home.
 

CHALLENGE

Stakeholders sought a comprehensive analysis to determine the value of the electric utility system. As part of this project, SourceOne was brought on to identify and evaluate the benefits of private-sector operations, strategies for reducing operating costs and prospective real estate development opportunities. The property spans 22,000 acres, and its utility system is nominal 13MVA.
 

SOLUTION

Leading a team of experts, Veolia/SourceOne developed a criteria-based valuation model considering private utilities, municipalization and business-as-usual. Opportunities to connect to high-voltage transmission and to integrate large-scale wind and solar power generation were also analyzed.

The team thoroughly evaluated the costs and risks of each alternative and assessed the real-world practicality and timeline for implementing each option. The final report included a professional appraisal documented per standard accounting practices accepted by the Federal Energy Regulatory Commission.


RESULT

Veolia/SourceOne concluded that the site’s current structure provides the best use and highest value. The distribution network supplies tenants and prospective developers with lower costs for distribution (as often provided by municipal systems), flexibility in supply choices via competitive bidding, and high reliability.

These findings are more relevant with the advent of microgrid technologies. With continuing ownership, the U.S. government has control of the assets and a solid foundation of technical documentation to deploy robust grid management solutions, as well as options for clean power generation technology.
