Port Arthur, Texas — Spawning from the partnership agreement signed between the two companies in October 2025, TotalEnergies and Veolia are marking the expansion and extension of their operations at the Port Arthur refinery this week. This is done through the signing of two agreements that deepen their shared commitment to water stewardship total waste management solutions.
Last year, the two companies came together to leverage each others’ industry leader positions and global presence to further cooperation in energy transition and circular economy, aimed at reducing greenhouse gas emissions and water footprint. This week's signing ceremony signals a bold new chapter leveraging the breadth of Veolia’s capabilities with defined ambitious environmental targets, innovative resource recovery, and a shared vision for what responsible industrial operations can look like.
"The Port Arthur refinery has always been committed to operating responsibly and efficiently," said Raphaël DUFLOS, General Manager at TotalEnergies Port Arthur. "This expanded partnership with Veolia reflects our determination to go further, reducing our environmental footprint while improving on the operational excellence our teams are known for."
Water Security
Water sits at the center of the expanded agreement. TotalEnergies has high aims to reduce and optimize freshwater usage across its global operations, and Veolia’s solutions can play a significant role in helping them achieve this goal. Our teams of applications’ experts will work hand-in-hand with the Port Arthur engineering and operations team to identify these opportunities and ensure a reliable and sustainable operation.
"Water is the lifeblood of industrial operations, yet one of our most precious and increasingly scarce resources," said Chris Low, Executive Vice President, Veolia. "Through this agreement, we will develop water system optimizations, explore means to reduce freshwater intake, and deploy advanced treatment programs to improve cooling tower efficiency. We are committed to helping the Port Arthur refinery achieve its goals and align itself with the needs of the community."
Veolia will help TotalEnergies minimize freshwater withdrawals while ensuring that water returned to the environment meets the highest quality standards.
Waste as a Resource
The expanded partnership now tackles hazardous and nonhazardous waste management with a new onsite services waste contract that is viewed through the lens of the circular economy, treating waste not as a liability, but as an opportunity.
"At Veolia, we don't see waste as something to simply be disposed of. We see it as a resource waiting to be recovered and reintegrated into productive use," said Bob Cappadona, President and CEO of Veolia Hazardous Waste. "This agreement will explore innovative approaches to extracting value from refinery waste streams by diverting waste to recycling or reuse, lowering costs, and creating new value for both of our companies."
A Relationship Built to Last
What makes this partnership particularly meaningful is its foundation. More than 15 years of collaboration have built the trust, operational knowledge, and shared values necessary to tackle challenges of this scale. Today's agreements reflect not just a contract renewal, but a mutual commitment to pushing boundaries and demonstrating that industrial operations and environmental responsibility go hand in hand.
As the energy transition accelerates, the TotalEnergies and Veolia partnership at Port Arthur stands as a tangible example of what industry leadership looks like in practice.
