City of Palo Alto Utilities' Longest Running Energy Efficiency Program

Since 2009, Veolia's Commercial & Industrial Energy Efficiency Program (CIEEP) has provided no-cost expert engineering support and cash incentives to City of Palo Alto Utilities (CPAU) customers to implement energy efficiency projects and improve facility operation.  Veolia provides customized engineering, project development, and project management assistance to customers at no cost.  Veolia also provides optional turn-key project implementation.

Step 2: Submit a Program Participation Agreement to indicate your program interest and allow Veolia access to the facility.

How The Program Works:

Step 1 - Initial Site Assessment

Veolia conducts a preliminary assessment of your facility to identify efficiency opportunities.

Step 2 - Detailed Investigation

Based on your feedback from the assessment and additional analysis, Veolia provides a project scope with the expected cost, savings, and incentive amounts.

Step 3 - Project Approval

If the proposed project meets your objectives and investment decision criteria, you approve the project for implementation and Veolia reserves your incentive funds.

Step 4 - Installation

You implement the project with in-house staff, preferred contractors, and/or turn-key service, offered by Veolia.

Step 5 - Energy Savings Verification

Veolia verifies that the project is complete and provides you a report detailing the final project results and incentive amount.

Step 6 - Incentive Payment

CPAU issues the incentive check to the customer.

Who can participate in the program?

Non-residential City of Palo Alto Utility customers are eligible to participate in the program

What types of projects are eligible?

Energy saving equipment replacement, retrofit, and retro commissioning projects across a comprehensive range of technologies (HVAC, lighting, controls, process, etc.) are eligible for this program.

We already have a project identified. Can we still participate?

Yes, but in order to qualify for an incentive, Veolia will need to perform a Detailed Investigation and issue a Project Installation Agreement before any equipment is ordered.

How does Veolia get paid?

Veolia is paid by CPAU for installed energy savings.

 

How much is the incentive?

The incentive is calculated based on installed and verified annual energy savings at the rate of $0.10 per kWh and $1.00 per therm. Incentives are typically capped at 50% of the total project cost. Projects are implemented by any contractor of your choice. Veolia offers turnkey implementation services for an additional fee, which can streamline and expedite the implementation and verification process.

What is the difference between the CIEEP Program and an energy audit?

Audits provide initial identification and assessment of potential efficiency projects. This program goes beyond an audit to drive installed efficiency projects through detailed project investigation, implementation support, post-installation performance verification, and financial incentives.

How long does this all take?

Evaluations are completed 4 to 8 weeks after the first site visit. Once the project is installed and operational, allow 4 to 6 weeks for the post-installation inspection and verification report. The incentive check usually follows within 45 days.
