HARRISBURG, PA – Veolia, the world’s leader in water and wastewater services, recently launched a Customer Assistance Program (CAP) to help Pennsylvania customers facing financial hardship. The program, which was built into the October 2024 rate case agreement with Pennsylvania’s Public Utility Commission, enables Veolia to provide more robust support for customers in need of water bill assistance. Eligible customers who qualify will have access to discounts and additional benefits like arrearage forgiveness, water conservation and leak repair support.
Veolia’s Customer Assistance Program in Pennsylvania expands the company’s effort to help customers in financial distress. Veolia launched a Water Affordability Program for New York customers in 2024, which provides bill discounts, conservation rebates and a reconnection fee waiver. More than 2,700 customers are currently registered for New York’s program, with a combined savings of over $200,000 in 2024 bills alone. Expanding access to affordability programs exemplifies Veolia’s commitment to social assistance in its GreenUp strategic plan, which helps society while deploying solutions for ecological challenges

Veolia’s Customer Assistance Program was created to aid Pennsylvania customers who are struggling to afford basic expenses. It offers a lifeline to families that find themselves in financial distress by ensuring they have access to assistance before their unpaid bills become a family crisis.
Key Features of CAP:
- Monthly Discounts: Customers who meet eligibility requirements based on household size and gross monthly income can receive monthly discounts on their water bills.
- Conservation Kits: Eligible customers can opt to receive a conservation kit containing water-saving tools and devices to help them reduce water usage and lower their bills.
- Arrearage Forgiveness: Customers with outstanding balances can have their arrearages forgiven if they consistently pay their monthly bills on time, providing a path to financial stability.
- Leak Assistance: For customers facing termination due to unpaid bills, Veolia is offering leak assessments and potential assistance with repairs. This proactive approach aims to address a common cause of high water bills and prevent disconnection.

Veolia serves over 200,000 customers across 11 counties in Pennsylvania, which includes over 165,000 residents across Dauphin County, Cumberland County, York County and Perry County.
Veolia has partnered with organizations like Salvation Army Harrisburg Capital City Region to help spread the word about the availability of this program. The Salvation Army serves clients of all ages and assists them in their time of need, providing food, financial assistance to pay bills, literacy training, senior programs, youth programs and more.
