The challenge

Meeting U.S. Army regulations to support the active U.S. military base Fort Knox.

Fort Knox is an active military base that plays a key role in supporting the logistical and training needs of U.S. troops currently involved in the conflicts in Afghanistan and Iraq. The base is also home to the historic U.S. Gold Depository, as well as the famous Patton Museum.

The project challenges are:

  • The government needed a services provider for the base's wastewater and associated facilities.

  • The facilities serve over 31,000 residents and workers at the cantonment area on base, and the contract also involves managing the base's industrial pretreatment program to meet U.S. Army regulations.

The solution

Innovative solutions:

  • In an innovative approach, Veolia North America teamed up with a local government partner, Hardin County Water District No. 1, to provide services to Fort Knox and enable a public-private partnership.
  • As part of its 20-year agreement with the district, Veolia serves as the operations, maintenance and management (O&M) partner for the wastewater treatment and sanitary and stormwater systems at Fort Knox.
  • Implemented GIS to map all underground assets (more than 150 miles of sanitary and storm sewers and in excess of 11,000 catch basins, culverts, manholes, etc.).

  • Within the first six years, completed some $6 million in capital improvements.
  • No lost-time incidents in the history of the contract.
  • Dramatically reduced overflows and blockages by 70% and overflow call-outs by 80%.
  • Reduced infiltration/inflow by nearly 40%.
  • Implemented a program of cleaning customer service lines and prioritizing replacements, thus meeting the Army's high priority of improving customer service.
  • The Kentucky/Tennessee Water Environment Association honored the facility with their Award of Excellence in 2011.
  • ​In 2012 earned an OSHA Star from the Occupational Health and Safety Administration.
