Helping ensure stability within the highest ranks of an organization is a option under Veolia's Peer Performance Solutions (PPS) business model. In 2012, the Pittsburgh Water & Sewer Authority (PWSA) hired Veolia to provide interim executive management services as part of a broader contract designed to improve performance and enhance revenue.

A dedicated, full-time, interim executive director oversees the day-to-day operation of the utility, supported by Veolia's industry engineering, finance, and operations specialists who share best practices and mentor on-site staff.

This flexibility offers clients an opportunity to put in place stable leadership for a specified length of time, under contract, with established performance metrics to guide activities. The interim executive manager remains accountable to the utility's governing authority (City Council, Board of Directors) and, in partnership, oversees the day-to-day operations of a utility and implements agreed upon initiatives to continue service improvements or strategic planning and direction.
